2 tbsp. sugar
2 tbsp. vegetable shortening
½ tsp. kosher salt
⅛ tsp. freshly grated nutmeg
¼ cup evaporated milk
1 egg, beaten
2½ cups (11¼ oz.) all-purpose flour, sifted, plus more for dusting
Canola oil, for frying
FOR THE GLAZE
2 oz. semisweet chocolate, finely chopped
1 cup confectioners' sugar
1 tsp. vanilla extract
⅛ tsp. kosher salt
2 tbsp. milk
