butter, room temperature
Mix sugar and butter. Add in eggs, extract and cocoa powder. Add in rest of ingredients.
Refrigerate until easy to work with and roll out.
Roll out, cut shapes. Bake at 350 for 8-12 minutes depending on thickness of cookies.
I frosted with royal icing and I would likely not do that again. I suggest chocolate frosting and then if you want to decorate, use stencils and powdered sugar.
