Stir cocoa powder and vegetable oil in large mixing bowl. Beat in peanut butter and sugar mixing well. Add eggs one at a time with vanilla. Beat well. Mix dry ingredients with wire whisk. Whisk dry ingredients into wet just until all flour is incorporated. Drop by rounded tablespoons onto parchment paper lined cookie tins. Bake at 350 degrees for 15-18 minutes until set or small cracks form. Remove from oven. Immediately top with a teaspoon of topping and spread on top of cookie. Makes around 4 dozen.
TOPPING: Mix all ingredients with wooden spoon until well blended.
