Preheat oven to 375 degrees. Mix flour with soda in medium bowl. In large bowl, combine butter, the sugars, and pudding mix. Beat until smooth and creamy. Beat in eggs. Gradually add flour mixture, then stir in oats and raisins. Batter will be stiff.
Drop by rounded teaspoonfuls about 2inches apart onto ungreased cookie sheets. Bake for 10 to 12 minutes until light golden brown.
