Heat oven to 350 Coat three 8-inch round cake pans with baking spray. Mix flour, baking powder, salt and baking soda, set aside. Beat butter and sugar in large bowl with electric mixer on high speed until fluffy. Beat in flour mixture milk, orange extract and eggs on medium speed until blended, scraping while adding pineapple soda. Beat 2 minutes longer spread. Spread batter evenly into pans. Bake 19 to 23 minutes or until tooth pick comes out clean.
Cool 10 minutes, remove from pans. Cool completely on wire racks. Beat butter and orange extract in a bowl with electric mixer on medium speed until light and fluffy. Gradually add powdered sugar with cream cheese and Pineapple soda until well blended. frost cake and form a carrot with jelly beans. Makes 12 to 16 servings
