This name sounds bla! Well let me just say it was delicious! I had to make my self leave the table (after second piece) Lol I like to put a dollop of cool whip on top! MMmmm!
(I did not know how to separate this by batter then topping in ingredient so I just wrote it all as one)

Ingredients

1 c
rolled oats
1 stick
butter
1 1/4 c
boiling water
1 c
brown sugar
1 c
white sugar
2
eggs
1 tsp
cinnamon
1 1/3 c
flour
1 tsp
nutmeg
1/2 tsp
salt
1 tsp
baking soda
1/2 stick
butter
1/4 c
evaporated milk
1 c
brown sugar
1 c
rice crispies cereal

Directions Step-By-Step

Combine oats, stick of butter, and boiling water in large bowl. Mix well cover and let stand 20 min. Then add 1c brown sugar, 1 c white sugar,eggs,cinnamon,flour,nutmeg,salt & baking soda. Blend into oat mixture. Grease baking pan or large cake pan and pour mixture into pan. Bake @ 350 for 35 -45 minutes. Cool Cake Completely.

For topping:
Mix in small bowl 1/2 stick butter, evaporated milk, 1 c brown sugar & 1 c rice crispies cereal. Pour into saucepan and cook on low about 5 minutes, stir often. Spread on cake evenly. Place under broiler for 2 minutes should turn Carmel brown!
