DirectionsMix together the first 3 ingredients; press into 8 or 9 inch square pan and bake at 350-degrees for about 15 minutes; cool.
Combine the cream cheese, 1 cup cool whip and the confectioners sugar.
Chill for several hours or overnight.Mix until smooth and spread gently over crust.
Mix chocolate pudding and milk; spread over cream cheese mixture.
Cover pudding with the remaining cool whip and sprinkle with mini chocolate chips.
