2 1/2 cups all-purpose flour, then more as needed

3 - 4 cups vegetable shortening, for frying
•
2 Tbsp unsalted butter, melted
•
1 1/3 cups powdered sugar
•
1 pinch salt
•
2 tsp evaporated milk
•
1/2 tsp vanilla extract
•
3 - 4 tsp hot water
