Heat oil in medium skillet and saute garlic, onion and green pepper for 5 minutes. Add jalapeno pepper if using and cook a minute longer. Add the remaining ingredients except for the eggs and simmer, uncovered,for 8 to 10 minute or til tomato softens.
Break eggs into pan in four places. Continue to cook til bottom of egg is set and white is almost cooked, or about 8 minutes. Cover and cook briefly until white is firm and yolk is lightly cooked. Transfer all to serving plate.
