Melt butter in a small bowl in microwave or over low Heat in a small frying pan. Once butter is melted, add ½ Tbsp minced garlic and sauté for 30 seconds to 1 minute. Remove butter and garlic from heat and add parsley. Set aside.
In a medium bowl, combine Bisquick baking mix, reduced-fat cheddar cheese, garlic powder, and Italian seasoning. Add cold water and mix just until mixed. Drop batter by heaping tablespoons onto prepared baking sheet.
Bake for 8 minutes. Remove and brush or drizzle garlic butter and parsley onto biscuits. Bake for 5-6 additional minutes until biscuits are golden brown.
