Add all ingredients except sugar and sweet chili sauce to large food processor. Process until mixed well.
Preheat oven 400 degrees. Line a rimmed baking sheet with parchment paper. Pour sugar onto a plate. Moisten hands and roll chicken mixture into 1 to 1/2 inch balls. Roll in sugar and place on baking sheet.
Bake for 15 minutes until they are browned and cooked through. Serve drizzled with sweet chili sauce and cilantro
