1/4 cup (1/2 stick) butter
1/2 cup finely chopped onion
1/4 cup finely chopped green pepper
1/4 cup finely chopped celery
1 bay leaf
1 28 oz can whole tomatoes - coarsely chopped with juice
2 teaspoons brown sugar
1/2 teaspoon salt
1/2 teaspoon dried basil (or) 1 tablespoon fresh (opt)
1/4 teaspoon black pepper
DUMPLINGS:
1 cup all-purpose flour
1 1/2 teaspoons baking powder
1/2 teaspoon salt
1 tablespoon butter - cold
1 egg beaten
6 tablespoons milk
1 heaping tablespoon fresh parsley, finely minced
