Fill pressure cooker with enough water to slow boil the cabbage just enough to soften leaves of cabbage (using small knife and tongs). Take off leaves a little at a time and cool off on a plate. Save the water from the cabbage boil so you can use it later~! Then in a mixing bowl combine hamburg, rice, egg, dice onion, minced garlic, salt, and pepper. Place a good amount of meat mixture into each leaf. Not to roll the cabbage put meat at the base of the leaf, where you removed from the cabbage head. Fold leaves toward middle. Roll from top of leaf (where there is no meat) and tuck into the bottom part of cabbage, by inserting the tail between meat and root of the cabbage leaf. Snuggly tuck cabbage rolls around base of empty pressure cooker. (after water is removed). Layer no more than two layers of rolls in pressure cooker, add both cans of tomatoes, AND the saved water (1 32 once can worth). Put lid on pressure cooker and set timer for 45 minutes. Use the pressure cooker as it is meant to and finish on simmering pressure for the remainder of the timer. VOILA~!! Stuffed cabbage rolls!!
