Combine all ingredients for Vinaigrette and refrigerate for 30 minutes.
Preheat oven 400 degrees. Add oil to large baking sheet and spread it around. Place the Brussels Sprouts cut side down . Place in oven and roast for 20 to 30 minutes tossing them around to get a good browning on all sides.
Remove the vinaigrette from the refrigerator and toss in the cilantro. Top the roasted brussels sprouts with vinaigrette and serve
