Cook quinoa until the grains are fluffy, but transparent, with a small thread visible on each grain. Should take about 20 minutes.
Meanwhile: Chop onions, Garlic & pepper. Keep separate.
Brown the garlic. Add onions & Peppers. Sautee until tender.
Add vegetable broth. Simmer to cook peppers down.
