1Steam potatoes in microwave steamer for 4 minutes to partially cook. This can also be done on the stove top with a little water in a sauce pan with lid- make sure to watch it on the stove so that the water doesn't cook off and crust the potatoes.
2Combine cream and all spices with a whisk.
3Spray oven safe dish with cooking spray. Pour 1/2 of the potatoes into dish. Top this will 1/2 of the cheese and 1/2 of the cream. Add remaining potatoes and cream on top. Cover with foil. Reserve remaining cheese at room temperature.
4Preheat over to 375. Cook for 30 minutes. Remove foil and top with remaining 1/2 of cheese. Continue cooking for 15 minutes or until potatoes are fork tender.
