Pour the heavy cream and milk into a large bowl. Add the seasonings and whisk. Add the cheese mixtures until well blended.
Drain the rigatoni and allow to slightly cool. Pour the milk and cheese mixtures over the rigatoni and stir. Spray non-stick coating on a large casserole dish. Sprinkle the smoked cheddar on top of the cheese mixture. Bake in a 350 degree oven for about 40-45 minutes. Allow to cool slightly before serving so that the cheeses do not run when served.
