1Cook sugar, cream of tartar and water over medium heat to soft ball stage. Remove from heat and stir in marshmallows.
2Beat egg whites until stiff and pour in marshmallow mixture, while continuing to beat.
3Add vanilla and beat until thick enough to spread on cake.
