Place the ground in a large pot over medium high heat and saute for 10 minutes, or until well browned (make sure you remove the casing from the sausage if it has one.
Drain the fat except for about 1 tablespoon, add the onions and garlic and saute for 5 more minutes.
Next add the beef stock, water, wine, carrots, green beans, bell pepper, Italian seasoning, and tomato sauce. Take the canned tomatoes and mush them up a bit with a fork and then add them as well. Bring to a boil, reduce heat to low and simmer for anywhere from 30 minutes to 2 hours.
Add the tortellini and simmer for 10 minutes or so until tortellini is fully cooked.
Serve with grated Parmesan cheese and/or garlic bread and enjoy!!
