Brown beef, in a large pot, with onions and garlic until beef is no longer pink. Drain. Cook pinto beans about halfway, drained. Put cooked beef, onions and garlic in a 5 gallon pot or larger. Place pot on burner or outside fire pit and bring to a boil. Add remaining ingredients to pot, reduce heat and cover. Simmer for about 1 hour, add pinto beans and continue to simmer about 2 hours longer or until consistency.
