1Combine flour, salt, pepper, and water. Mix until smooth. Cover and let stand 20-30 minutes. Pat fish dry with paper towels. Stir baking powder into mixture. Dip fish into batter allowing excess batter to drip off. Fry fish 5 to 6 minutes in deep fryer at 375 degrees.
