Brown meat with onion and Italian seasoning. In a separate pot, cook tomato sauce and garlic. Once meat is cooked, add tomato sauce to meat and let simmer.
In a separate pot, whisk together milk, cream cheese and parsley, cook until cream cheese is melted and there are no lumps. Whisk continuously so it doesn't burn.
Toss pasta in cream cheese sauce, then pour into baking dish as first layer. Layer meat and tomato sauce on top of pasta, then add layer of mozzarella cheese on top. Place in oven for 15 minutes or until cheese it melted.
