Place half of ground beef in bottom of frying pan, and half of the potatoes. Sprinkle half the chopped onions, carrots and peas over potatoes. Repeat layers. Mix soup with 1 1/4 soup can of water. Pour over all. Cover and cook on top of the stove, over low heat for about 45 minutes, or until potatoes and carrots are tender. Makes 4-6 servings.
