Place in a resealable plastic bag-flour, garlic, pepper, & mix. Add chicken to coat. Heat oil in a deep frying pan, brown chicken, then set chicken aside. In same pan add 1 1/4 cup water, soy sauce, oregano. Add chicken and vegetables. Bring to a boil. Cover and simmer 30-40 minutes. Remove meat and vegetables. Add remaining water and flour to make gravy.
