In a large bowl, combine beef, soy sauce, onion powder, tomato paste, salt & pepper; mix to combine. Divide beef into 4 balls. Flatten into patties 3/4" thick & about 4" wide. Press divot into each patty. Bring water to a boil in covered dutch oven over medium high heat (water should not touch steamer basket).

Place patties into steamer basket. Set basket inside dutch oven, cover & cook 8 minutes. Remove dutch oven from heat & divide cheese over patties. Cover & let sit about 2 minutes or until cheese melts. Place bun tops on top of cheese & bottom buns, cut side up, on top of top buns. Cover & let soften, about 30 seconds. Transfer bottom buns to platter & add condiments & top with burgers & top buns. Enjoy!
