1Wipe meat with a damp cloth.
3Combine flour, salt and black pepper.
4Dredge meat in mixture to coat completely.
5Heat shortening in large skillet.
6Brown ribs on all sides.
7Remove to a casserole with cover.
8Saute onions and garlic in skillet until golden.
10Combine water, bay leaf, brown sugar, vinegar and soy sauce.
11Pour over ribs, cover, and bake at 350 for 1 3/4 hours.
12Add green pepper rings.
13Cook 15 to 20 minutes longer or until meat is tender.
14Remove cooked ribs and vegetables to a serving platter.
15Skim fat off drippings.
16Thicken with a little flour if desired.
17Spoon drippings over meat and vegetables.
