Saute ground beef, onion, and garlic in butter until brown. Mix in all remaining ingredients except corn chips, and simmer for 30 minutes uncovered. Stir occasionally to keep from sticking. Cover and remove from heat, and let stand for 5 minutes.
Serve meat mixture over corn chips. Top with grated cheese, chopped onions,tomatoes,olives and sour cream, or whatever you think sounds good.
