Coat stew meat with flour and brown in the oil. After meat has browned add water and barley, cover with enough water and bring to a boil, keeping it at a medium boil and boil until meat is tender, this may take up to 3 or 4 hours. Then place in a crock pot. Add everything else and cover with water.
In crock pot, cook on high for about 1 1/2 hours more or until the vegetables are tender.
