1Soak the rice in cold water for 15 minutes or until easily able to flatten grain. Drain well.
2Heat 1 Tbsp of olive oil in cooking pot. Toss in chopped red onions. Add ground beef and cook briefly...then season wit 1-1/4 tsp allspice, 1 tsp garlic powder, 1/2 tsp ground cloves, 1/2 tsp cinnamon, salt and pepper. Stir and cook 8 - 10 mins. or until the meat is browned. Drain fat from pot.
3Top meat with rice. Season rice with a little salt and the rest of the spices. Add 2-1/2 cups of water and 1 Tbls. of olive oil. This should cover the rice. Turn the heat to high and bring to a boil. Let boil until the liquid has significantly reduced. Turn the heat to low, cover and let cook 20 - 25 mins. until moisture has completely been absorbed.
4Place a large serving platter on top of the pot and carefully flip the pot contents onto the platter. The meat is now on top of the rice. Garnish with parsley, the pine nuts, almonds and raisins.
