Melt butter in skillet. Add onions and cook 3 minutes. Add celery, salt, pepper and hot water. Cover and cook for 5 minutes. Add bean sprouts or mixed Chinese vegetables and meat. Mix thoroughly and cook 5 minutes. Combine thickening and flavoring ingredients; add to meat mixture, stir, cook 1 minute.
Serve hot over cooked rice and/or with chow mien noodles.
