Boil potatoes until tender and drain well. Mix all ingredients and put in baking dish
For the topping: Melt 2 1/2 tablespoons butter or oleo. Combine 1/4 cup flour and 1/2 cup brown sugar. Add 1/2 cup pecans (omit if you prefer) plus 2 tablespoons water. Pour topping over casserole mixture.
Bake for 25 to 30 minutes at 350 degrees in an uncovered dish.
