Mix flour, 2 Tbs. sugar, nuts, and butter. Press into sprayed pan. Bake at 350 degrees for about 18 minutes. Cool completely. Blend together cream cheese, 1/2 container Cool Whip and 1 cup sugar. Spread over crust. Whip milk and puddings, spread over crust. Whip milk and puddings, spread over cream cheese layer. Top with remaining Cool Whip - and add sprinkles, and add sprinkles and nuts (optional). Chill until set.
