Combine water and cornstarch and set aside. Puree strawberries. Place pureed strawberries in a saucepan over medium heat. Add sugar. Heat until boiling and add cornstarch mixture. Return to a boil and remove from heat. Cool completely.
Layer in glass bowls: angel food cake, strawberry mixture, whipped cream. Repeat. Top with whipped cream and drizzle with strawberry mixture. Serve.
