Cream butter and 1 cup sugar until light and fluffy. Beat in egg. Stir in water and molasses.
Sift flour, ginger, baking soda, cinnamon, cloves and salt and gradually stir into the molasses mixture.
Shape dough into walnut sized balls and roll into the 2 Tbsp. sugar. Place 2 inches apart onto ungreased sheet and flatten slightly.
Bake in preheated 350 degrees oven for 8-10 minutes. Allow to cool for 5 minutes then transfer to wire rack to cool completely. Store in airtight container.
