Combine the first 6 ingredients; beat well at medium speed of an electric mixer. Add the oil, beating well.
Combine the flour, soda, salt, and cream of tartar, stirring well. Gradually add to the creamed mixture.
Combine 1/2 cup sugar and cinnamon. Shape the dough into 1-inch balls; roll in the sugar mixture. Place the balls 3 inches apart on an ungreased cookie sheet. Dip a flat-bottomed glass in the sugar mixture; flatten the balls to 1/4-inch thickness. Bake at 350 degrees for 12 minutes. Let cool on wire racks.
