Mix margarine and butter, salt, lemon rind, nutmeg, sugar, eggs, and milk together well.
Add sifted dry ingredients.
Drop by teaspoonfuls on greased cookie sheets. Bake 350 degrees 8-10 minutes until golden brown.
FROSTING: Heat butter to melt, add powdered sugar, vanilla, and enough milk until it is of spreading consistency. When cookies are cool, frost with butter frosting and sprinkle with small amount of nutmeg.
