mix first 4 ingredients in large bowl, set aside

in heavy saucepan mix butter, sugar, milk. bring to rolling boil, stir occasionally, boil 2 minutes, remove from heat, stir in vanilla.

pour over oat mixture, blend, drop by teaspoon on wax paper or parchment makes 18
