Preheat oven to 350 degrees. Butter and flour 9x9 inch baking dish. Combine cake mix, butter, 1/3 cup of evaporated milk, and nuts. Stir until dough forms. Divide dough in half and press other half into pan. Bake 6-8 minutes or until puffed. Remove.
In pot over low heat, melt carmels with remaining evaporated milk, stirring occasionally. Sprinkle chocolate chips over dough. Pour carmel mixture over the chips. Crumble the remaining dough on top of the carmel mixture.
Bake 15-18 minutes or until puffed. Center will be gooey. Cool completely in pan before cutting.
