In a bowl, combine cake mix, dry pudding, melted butter, and 1/2 cup evaporated milk. Mix well. Press 1/2 of mixture in a 9x13 inch pan. Bake at 325 degrees F. for 12 minutes. Meanwhile in a non stick pan melt caramels and remaining evaporated milk stirring constantly. Spread caramel mixture over baked layer. Sprinkle with chocolate chips and pecans. Drop the remaining batter by teaspoon over the Brownies. Bake at 25-30 minutes or until the top is set. Makes 24 Brownies.
