In a double boiler over simmering water add chocolate chips and milk. Cook until chips are melted and remove from heat. Stir in remaining ingredients. Spread into a butter greased 8 X 8 pan. Line the pan with wax paper and grease paper also. Bake at 375 degrees 25 minutes or until toothpick comes out clean. Turn out of pan onto plate. Peel off the wax paper. Cut into 2 inch squares with a sharp knife.
