cocoa powder, divided
brown sugar, firmly packed
In a medium bowl, combine flour, sugar, 2 tablespoons of the cocoa, baking powder and salt. Stir in milk, oil and vanilla. Stir till smooth. Spread mixture in an ungreased 9x9 pan.
Combine brown sugar and remaining cocoa.Sprinkle over the cake batter.
Pour the hot water over both the batter and sugar/cocoa mixture. DO NOT STIR!
Bake at 350 degrees for 35-40 minutes. Serve warm topped with whipped cream, ice cream, or nothing but a big glass of milk on the side.
