| 1 1/2 c | all purpose flour |

| 1/4 c | (heaping) cocoa |
| 1 tsp | baking soda |
| 1/2 tsp | salt |
| 1 c | water |
| 1/3 c | oil |
| Tbsp | vinegar |
| 1 Tbsp | vanilla extract |

In a medium-sized bowl, combine the cream cheese, egg, 1/3 cup sugar, 1/8 tsp. salt, and 1/2 tsp. vanilla. Mix until smooth. Stir in the chocolate chips.In a separate bowl, mix together the flour, 1 cup sugar, cocoa, baking soda, and the 1/2 tsp. salt.Add the water, oil, vinegar and the tablespoon of vanilla to the dry ingredients; stir until blended.Fill 18 paper-lined cupcake cups half-full with cake batter.Drop a tablespoon of the cream cheese mixture into each cup. Then, using a spoon, lightly cover the cream cheese with the cake batter. This makes the tops more rounded.Bake in a preheated 350-degree oven for about 30-35 minutes.
