Heat oven to 400. Lightly spray a lg baking sheet w/ cooking spray. In bowl, stir together mayonnaise, parmesan cheese, swiss cheese, onion, worcestershire sauce and hot pepper sauce. Gently stir in shrimp and crabmeat.
Place phyllo shells on baking sheet. Fill each shell evenly w/ seafood mix.
Bake about 10 mins, or until lightly browned. Sprinkle each tart w/ some paprika.
