1Trim the green off the green onions. Slice the green tops and set aside. Finely chop the chicken, green pepper and white parts of the green onions. Add 1 tablespoon of the rice vinegar, the Hoisin sauce, the sesame oil, black pepper and crushed red pepper. Add cabbage and toss to combine.
2Fill a large shallow plate that has a rim with water. Slide a rice paper wrap into the water and soak for 5 to 10 seconds. Slide out of the water and place on a clean surface. Place a teaspoon or less filling on the center of the wrap and fold up the sides and roll, enclosing the filling. Repeat with the rest of the wraps and filling.
3For the Dipping Sauce.....in a small bowl combine sliced green onion tops, remaining 2 Tablespoons rice vinegar, water and soy sauce.
